Parliamentary Human Rights Awards

Instituted by the Parliamentarians Commission for Human Rights (PCHR) in 2020, the Parliamentary Human Rights Awards recognise parliamentarians who have demonstrated outstanding commitment to advancing human rights through parliamentary action.

About the Awards

Recognising Parliamentary Leadership on Human Rights

The Awards celebrate those who champion the rights agenda through legislation, parliamentary debates, questions, resolutions, motions, committee proceedings, oversight, policy initiatives and advocacy—bringing critical human rights issues into Parliament and contributing to meaningful institutional and policy change. The Awards recognise individual parliamentary leadership by highlighting positive examples of how Parliament can strengthen constitutional protections, democratic governance, accountability and human rights in Pakistan.

Presented annually around International Human Rights Day on 10 December, the Awards commemorate the adoption of the Universal Declaration of Human Rights (UDHR) in 1948 and reaffirm the fundamental principle that human rights must remain central to public policy and democratic governance.

Through this initiative, PCHR seeks to recognise, encourage and inspire parliamentary leadership on human rights, while fostering a stronger culture of rights-based legislation, oversight and accountability across Pakistan’s democratic institutions.

Since 2025, PCHR has further strengthened its parliamentary human rights work by initiating an annual assessment and report on the Human Rights Business of Parliament. The report tracks and analyses parliamentary engagement with human rights issues and assesses parliamentary business against the core international human rights conventions ratified by Pakistan, providing a structured basis for documenting progress, identifying gaps and encouraging stronger parliamentary action on human rights.

Over the years, the Parliamentary Human Rights Awards have become a hallmark of PCHR’s commitment to recognising and encouraging parliamentary leadership on human rights. The Awards honour parliamentarians and parliamentary committees whose legislative, oversight, policy and advocacy efforts have advanced the principles of human dignity, equality, justice and democratic governance. Through this annual initiative, PCHR celebrates meaningful parliamentary contributions while encouraging greater engagement, dialogue and collective action to strengthen human rights protections and build a more inclusive, just and rights-respecting society for all.

Human Rights Awards 2025

To commemorate International Human Rights Day 2025, observed under the global theme "Human Rights, Our Everyday Essentials," the Parliamentarians Commission for Human Rights (PCHR) organized a seminar at PIPS, Islamabad, bringing together parliamentarians, diplomats, civil society representatives, journalists, lawyers, and academics to reaffirm the importance of human rights in Pakistan's constitutional democracy. In recognition of their outstanding contributions towards protecting and promoting the rights of marginalized and vulnerable communities, the gender equality, minority rights, freedom of expression Parliamentary Human Rights Awards 2025 were conferred upon Senator Mushahid Hussain Syed, Dr. Nafisa Shah (MNA), Senator Danesh Kumar, Ms. Shahida Rehmani (MNA), Ms. Zahra Wadood Fatemi (MNA), and Senator Kamran Michael. The event concluded with a renewed commitment to advancing, and other fundamental human rights, reinforcing Pakistan's dedication to a more inclusive, just, and democratic society.

On 10 December 2024, PCHR commemorated International Human Rights Day through a seminar on “The Role of Parliament in the Protection of Human Rights” held at the Pakistan Institute for Parliamentary Studies in Islamabad. The event highlighted the critical role of parliamentarians in advancing human rights legislation, strengthening democratic accountability, and amplifying the voices of marginalized communities. The seminar was attended by Afrasiab Khattak, Shaista Pervaiz, Asiya Nasir, Riaz Fatyana, Dr. Shoaib Suddle, Muhammad Shafique Chaudhry, and Zafar Ullah Khan, along with representatives from civil society and the human rights community. To recognize exceptional contributions towards human rights advocacy and pro-human rights legislation, Special Parliamentary Human Rights Awards were conferred upon Asiya Nasir, Shaista Pervaiz, and Afrasiab Khattak for their longstanding commitment to the promotion and protection of human rights in Pakistan.

Human Rights Awards 2023

To mark International Human Rights Day 2023, PCHR, in collaboration with the International Islamic University Islamabad (IIUI), organized a seminar under the theme “Freedom, Equality and Justice for All.” The event focused on growing global human rights concerns and emphasized the need for collective efforts to promote justice, equality, and the protection of fundamental freedoms. The discussions highlighted contemporary human rights challenges, including the situation in Gaza, Indian Illegally Occupied Jammu and Kashmir, and other regions facing severe human rights violations. The seminar brought together Mushaal Hussein Mullik, Dr. Syed Muhammad Anwar, Dr. Raheem Awan, Muhammad Shafique Chaudhry, Dr. Noor Fatima, as well as academics, civil society representatives, journalists, and human rights advocates to exchange views on strengthening human rights protections and raising awareness of pressing global issues.

To commemorate International Human Rights Day 2022, the Parliamentarians Commission for Human Rights (PCHR) organized a one-day seminar at the International Islamic University Islamabad, bringing together members of the judiciary, parliamentarians, legal experts, and human rights advocates to deliberate on the promotion and protection of fundamental rights in Pakistan. The event was attended by Justice Qazi Faez Isa of the Supreme Court of Pakistan, Justice Syed Muhammad Anwar of the Federal Shariat Court, Senator Muhammad Talha Mahmood, Raheem Awan, Director General of the Legal Aid and Justice Authority (LAJA), and Federal Ombudsman Kashmala Tariq, among other distinguished participants. The seminar provided an important platform for discussing the role of state institutions in advancing justice, strengthening the rule of law, and ensuring the effective protection of human rights, while reaffirming the collective commitment to safeguarding the constitutional rights and freedoms of all citizens.

Human Rights Awards 2021

On Universal Human Rights Day 2021, PCHR, in collaboration with the National Assembly Parliamentary Taskforce on Sustainable Development Goals (SDGs), organized a special commemorative event highlighting the central role of human rights in achieving the SDGs Agenda 2030. The gathering brought together parliamentarians, diplomats, journalists, civil society leaders, and human rights advocates to discuss the importance of inclusive development and rights-based governance. During the ceremony, Parliamentary Human Rights Awards were conferred upon Mehnaz Akber Aziz, Nafeesa Khattak, and Shandana Gulzar Khan in recognition of their contributions to the promotion and protection of human rights through their parliamentary work. Special Achievement Awards were also presented to Justice (R) Ali Nawaz Chauhan and Mushaal Malik for their outstanding services and commitment to advancing human rights causes.

Human Rights Awards 2020

To commemorate International Human Rights Day 2020, PCHR organized a National Seminar on “Parliament, Rule of Law and Human Rights.” The event provided an important forum for discussion on strengthening democratic institutions, promoting the rule of law, and safeguarding fundamental freedoms. Participants included Deputy Speaker National Assembly Qasim Khan Suri, Federal Minister Shehryar Afridi, IG ICT Police Amir Zulfiqar Khan, Barrister Muhammad Ali Saif, and PCHR Executive Director Muhammad Shafique Chaudhry, along with members of the National Assembly, representatives of civil society, and members of the diplomatic corps. Ambassadors from Germany, Switzerland, Belgium, Uzbekistan, Italy, Poland, and representatives of the European Union also attended the event, underscoring the significance of international cooperation in promoting human rights and democratic values.
