The Awards celebrate those who champion the rights agenda through legislation, parliamentary debates, questions, resolutions, motions, committee proceedings, oversight, policy initiatives and advocacy—bringing critical human rights issues into Parliament and contributing to meaningful institutional and policy change. The Awards recognise individual parliamentary leadership by highlighting positive examples of how Parliament can strengthen constitutional protections, democratic governance, accountability and human rights in Pakistan.
Presented annually around International Human Rights Day on 10 December, the Awards commemorate the adoption of the Universal Declaration of Human Rights (UDHR) in 1948 and reaffirm the fundamental principle that human rights must remain central to public policy and democratic governance.
Through this initiative, PCHR seeks to recognise, encourage and inspire parliamentary leadership on human rights, while fostering a stronger culture of rights-based legislation, oversight and accountability across Pakistan’s democratic institutions.
Since 2025, PCHR has further strengthened its parliamentary human rights work by initiating an annual assessment and report on the Human Rights Business of Parliament. The report tracks and analyses parliamentary engagement with human rights issues and assesses parliamentary business against the core international human rights conventions ratified by Pakistan, providing a structured basis for documenting progress, identifying gaps and encouraging stronger parliamentary action on human rights.
Over the years, the Parliamentary Human Rights Awards have become a hallmark of PCHR’s commitment to recognising and encouraging parliamentary leadership on human rights. The Awards honour parliamentarians and parliamentary committees whose legislative, oversight, policy and advocacy efforts have advanced the principles of human dignity, equality, justice and democratic governance. Through this annual initiative, PCHR celebrates meaningful parliamentary contributions while encouraging greater engagement, dialogue and collective action to strengthen human rights protections and build a more inclusive, just and rights-respecting society for all.
