About PCHR
Parliamentarians Commission for Human Rights (PCHR) is an informal cross-party parliamentary platform established in 2002, comprising members of the Pakistani Parliament from all major political parties and all four provinces of Pakistan.
PCHR works to promote human rights, democratic governance, and the rule of law by strengthening the connection between parliament, public institutions, and civil society. The Commission advocates for human rights through legislation, policy reform, parliamentary engagement, and multi-stakeholder collaboration.
With over two decades of experience, PCHR has emerged as a credible national platform advancing inclusive governance, gender equality, minority rights, media freedom, and access to justice across Pakistan.

Our Role
A bridge between parliament, government and civil society
PCHR serves as a bridge between parliament, government institutions, and civil society to promote rights-based governance and policy reform. We work to:
- Strengthen parliamentary engagement on human rights
- Promote rights-based legislation and institutional reforms
- Increase public awareness and civic participation
- Support democratic accountability and transparency
- Facilitate dialogue between state and non-state actors
Our Working Model
PCHR believes meaningful change is only possible through collective action. We work with parliamentarians, government departments, media, academia, civil society, development partners, and international institutions to build sustainable and inclusive solutions.
Our collaborative model combines policy advocacy, research, technical assistance, institutional strengthening, and community engagement to create long-term impact.
Institutional Strength
With more than 20 years of experience, PCHR has successfully worked with over 125 parliamentarians and numerous federal and provincial institutions across Pakistan.
Our work focuses on strengthening institutional accountability, promoting inclusive policymaking, enhancing democratic governance, and protecting the rights of vulnerable communities.
